misc: add tests for getrlimit/setrlimit/prlimit

Add tst-rlimit test to check setrlimit/getrlimit/prlimit and
setrlimit64/getrlimit64/prlimit64 functions.
Add tst-rlimit64 to check the 64-bit offset variant.
