Unbreak sem_open when UCLIBC_SUSV3_LEGACY is not defined

sem_open uses mktemp to create temporary file. Reimplement it
using __gen_tmpname, removing ugly while(1) loop. As a side-effect
remove the potential source of EAGAIN errors.
